Hai Phong makes a breakthrough, elevating its real estate market.

Hai Phong is currently poised to become a leading real estate market in the country, laying the groundwork for the formation of a modern, internationally competitive coastal megacity.

On the afternoon of November 27th, the Vietnam Federation of Commerce and Industry (VCCI), in collaboration with the People's Committee of Hai Phong City, the Vietnam Real Estate Association, and the Hai Phong Real Estate Association, organized the forum "Hai Phong Real Estate Investment Hub".

In his opening remarks at the Forum, Mr. Hoang Quang Phong, Vice Chairman of VCCI, stated that the Hai Phong real estate market is projected to have significant room and potential for growth, enabling it to "break through" and become a new growth pole for the national real estate market, thanks to the simultaneous convergence of internal strengths in infrastructure, industry, and rapid urbanization. With major movements in capital flows, infrastructure development, breakthroughs in many segments, and the decisive involvement of businesses and the government, Hai Phong's real estate market in 2025 will usher in a new era – possessing all the elements to become a leading investment, residential, and development hub in the North, laying the groundwork for the formation of a modern coastal megacity capable of international competitiveness.

At the forum, Ms. Hoang Thu Hang, Deputy Director of the Department of Housing and Real Estate Market Management (Ministry of Construction), stated that the real estate market has faced many difficulties recently. In light of this situation, the National Assembly, the Government, and the Prime Minister have shown concern and directed the implementation of many comprehensive solutions to overcome difficulties, promptly promote investment projects, and increase the supply of housing and real estate products in all segments, especially social housing.

According to Ms. Hoang Thu Hang, Hai Phong is considered a prominent bright spot. The port city consistently ranks among the leading localities in attracting FDI, developing industry and logistics, and transportation infrastructure. The strong development of industrial parks and economic zones creates a significant population draw, leading to considerable demand for housing, especially social housing and worker accommodation. The administrative merger between Hai Phong and Hai Duong expands development space, optimizes land use, and strengthens the region's position as a new growth pole.

Housing supply in Hai Phong has seen significant growth, with over 146 commercial housing projects underway and thousands of apartments ready for sale. Regarding social housing, Hai Phong and Hai Duong completed over 12,000 units between 2021 and 2024; in 2025 alone, the city has essentially completed 8,222 units, reaching 77% of the assigned target. Although transaction volume in the market decreased compared to previous quarters, real demand remains strong thanks to industrial development, increased population growth, and the shift of investors to satellite cities.

Hai Phong possesses ideal conditions for breakthroughs, from a foundation of sustainable economic growth and a synchronized infrastructure system to new drivers following the merger. The city has sufficient potential to become a leading dynamic real estate market in the country, aiming to form a "modern coastal megacity with international competitiveness".

Speaking at the Forum, Mr. Nguyen Van Dinh, Chairman of the Vietnam Real Estate Association, said that Hai Phong has many opportunities and attractions for investors. In its research role, the Vietnam Real Estate Association has observed that the Hai Phong real estate market actually showed signs of a "new growth trend" 4-5 years ago, even during the market downturn caused by the pandemic. While many places were "frozen," Hai Phong remained a bright spot, still seeing transactions and attracting investors thanks to its potential, opportunities, and unique appeal.

Overall, Hai Phong is experiencing the emergence of many new growth drivers, and is one of the areas with diverse and relatively balanced economic development: tourism, seaports, industry, and urban development. Almost every area of ​​Hai Phong - from Do Son, Cat Ba, Cat Hai to Thuy Nguyen, Kien Thuy... - has potential and appeal for investors.

"We also recommend that the city continue to strongly develop social housing and housing for workers, meeting the widespread needs of the people; maintain and manage the market well, preventing speculation, manipulation, and localized price surges. This is also the general directive of the Government," the Chairman of the Vietnam Real Estate Association stated.

At the Forum, experts noted that with significant capital flows, infrastructure development, breakthroughs in many segments, and the decisive involvement of businesses and the government, Hai Phong's real estate market is entering a new era – possessing all the elements to become a leading investment, residential, and development hub in Northern Vietnam.

Mr. Nguyen Hoai Long, Deputy Director of the Hai Phong Department of Construction, affirmed that the expansion of administrative space and the reorganization of administrative units have created a new ground for economic development, with real estate being a sector that directly benefits.

From a state management perspective, according to Mr. Long, the key is the ability to translate scale into quality. As the geographical area expands and the population increases, the pressure on infrastructure, social housing, and land allocated for industry and logistics will increase accordingly. Therefore, Hai Phong has set the goal of developing commercial housing in a synchronized, modern, and urban-friendly manner; while placing social housing as a central task, linked to social welfare.

During the discussion, Mr. James Lai Siaw Pin, General Director of Gamuda Land Vietnam - Northern Region, noted that Hai Phong possesses all the elements necessary to focus on markets with strong economic momentum, clear demand for high-quality housing, and a long-term commitment to urban planning. Hai Phong has an impressive growth rate – which will demonstrate positive real estate purchasing power in the future. Housing demand in Hai Phong is also a bright spot, with a middle-aged population and increasing income.

According to Mr. Nguyen Quang Van, Chairman of the Hai Phong Real Estate Association, Hai Phong is facing advantages from its seaport, industrial clusters, and expanding urban space, creating a foundation for a vibrant real estate market. However, behind the projects and growth figures are challenges related to labor, infrastructure, and planning that the city and businesses must simultaneously confront. The key for Hai Phong is a strategy of selectively attracting investment and supportive policies for social infrastructure. The city needs flexible mechanisms to attract domestic and foreign resources, while placing workers and residents at the center of all development decisions.

Mr. Le Duy Binh, Director of Economica Vietnam, emphasized the strong growth drivers shaping Hai Phong's position on Vietnam's economic map. Hai Phong is positioned to become a globally competitive investment destination, especially in high-tech, electronics, chip and semiconductor, green energy, electric vehicles, logistics, and emerging economic sectors. This is not only a driving force for economic growth but also a crucial opportunity to create a strong attraction for international investors.

Furthermore, it is crucial to consistently pursue a selective investment attraction strategy, avoiding attracting investment at all costs and resolutely rejecting projects that pose a risk of environmental pollution. The challenge lies in harmonizing the goal of attracting investment with the requirements of sustainable development, ensuring security, politics, and national defense, creating a solid foundation for Hai Phong to become an international industrial, port, and service center.

Concluding the Forum, Mr. Hoang Quang Phong, Vice Chairman of VCCI, emphasized that the Hai Phong real estate market is opening up many attractive opportunities for investors and is also an important driving force for the development of other economic sectors. VCCI affirmed that it will continue to provide necessary information, in-depth analysis of the business environment, and address the difficulties and obstacles faced by businesses. With the determination of the business community and the support from state management agencies, VCCI believes that real estate investment in Hai Phong will be strongly promoted, creating a sustainable foundation for multi-sector economic development and improving the quality of life for the people.
